2008年1月28日起，歐盟開始對RoHS指令附錄中現有的29項排外條款及3項新提案，進行意見徵詢。RoHS指令的附錄條列出相關排外條款。委員會在修改附錄前必須諮詢相關利害關係者意見。諮詢的結果將會轉寄至RoHS技術協調委員會(Technical Adaptation Committee，簡稱TAC)。此諮詢由Öko-Institut以及Fraunhofer IZM共同代表歐盟進行。Öko-Institut以及Fraunhofer IZM的角色為收集和評估利害關係者所提供的資料，並不做出任何決定。Oko-Institut公司也特別架構一網站：(僅提供英文版)

按RoHS指令第五條第一項(C)規定，委員會應至少每四年或於一新項目加入清單後的四年，複審附錄裡的每項排外項目。RoHS指令於2006年7月1日起實行，所以附錄的複審應於2010年完成。
