歐盟會員國委員會(Member State Committee；MSC)於2012/12/17通過第八批高關注物質（SVHC）候選清單建議項目。這54項物質是由歐盟成員國及ECHA提出，因這些物質均被認為對人體健康或環境有潛在的嚴重危害或影響，並符合Article 57之特性，因此被納入SVHC候選清單中。
其中偶氮[二]甲醯胺(ADCA)、六氫苯二甲酸酐(HHPA)以及甲基六氫苯酐(MHHPA)，MSC認為這三個物質對呼吸道會引起強烈的呼吸過敏，其危害等級等同於致癌性、致突變性、具生殖毒性（CMR），因此被歸類為相同危害等級(equivalent level of concern；EQC)。
截至目前為止REACH 法規中 SVHC 候選清單物質已達 138 項，ECHA於2012/12/19更新網頁上的高關注物質候選清單。
